Currently, Julie is the CEO of BusinessWhys, a Strategy Consulting practice working with clients to help them gain traction on their goals. Prior experience includes: CEO of Buena Vista Recovery, a Behavioral Health Organization with campuses in Cave Creek, Scottsdale, Chandler, and Tucson. Before pivoting toward Healthcare, Julie's career has been in technology as the Owner/COO of TBConsulting, a Technology Consulting Services company based out of Arizona, and prior to that as an executive at Accenture (Andersen Consulting) working on large-scale systems implementations at Fortune 100 companies.Julie was named Most Influential Women in AZ Business by AZBigMedia and Outstanding Women in Business by Phoenix Business Journal.

Her father grew up during the Great Depression and enlisted in the Army shortly before WWII began.&nbsp; He was captured by the Japanese in the Philippines, survived the Bataan Death March and spent almost 4 years in Japanese Labor camps as a POW.&nbsp; After the war, he returned home and used the GI Bill to get a college education. Their two daughters grew up in Scottsdale, attended a public charter school through middle school and then graduated from Desert Mountain High School. Julie and her husband are passionate about serving their community, and continue to support several local non-profits. Julie is a proud board member for the Arizona Center for Nature Conservation/The Phoenix Zoo and the AZ Humane Society.&nbsp; Previously, she served on the boards of National Charity League -Scottsdale, Archway Scottsdale - PSO, and Scottsdale Parenting Group. Julie has spent much of her career working in technology, and this is clear: AI is coming whether we are ready or not. The question isn’t whether we embrace it — it’s whether we lead it responsibly.Artificial intelligence has extraordinary potential. If implemented responsibly, it can improve healthcare outcomes, expand access to services, enhance education, accelerate scientific discovery, and help us solve complex challenges. But it also brings real risks to privacy, security, jobs, and public trust. We need leaders who understand both.That means having a clear preparedness plan. Our education system must evolve to prepare students for the jobs that will define an AI-driven economy — from advanced technical roles to skilled trades that support a high-tech workforce. We must invest in workforce retraining and build strong partnerships between industry, schools, and community colleges.We also need smart, balanced laws and guardrails to protect privacy, strengthen cybersecurity, prevent misuse, and ensure transparency and accountability — especially when AI is used in government.Finally, innovation must be paired with fiscal responsibility. Technology initiatives should be results-driven, secure, and accountable to taxpayers. We need leaders who understand how to manage complex technology projects, prevent cost overruns, and safeguard sensitive data.With thoughtful leadership, we can harness AI’s benefits, protect our communities, and position our state to lead in the economy of the future..

We are a nation of immigrants, and our diversity is one of our greatest strengths. Honoring that legacy means leading with both compassion and justice. While we must maintain safe and orderly borders, enforcement should be smart, humane, and focused on genuine public safety threats, not families seeking safety or opportunity. Public safety matters, but so do civil rights, due process, and human dignity.There is a right way to manage immigration. Fear-based politics, family separations, and inhumane detention practices betray our values and weaken trust in our institutions. Every person, regardless of immigration status, deserves to be treated with respect, fairness, and equal protection under the law.We urgently need comprehensive immigration reform that modernizes our legal immigration system, addresses root causes of migration, strengthens border management through technology and coordination rather than cruelty, and creates a clear, fair, and achievable path to citizenship for long-term residents who contribute to our economy and communities.Enforcement agencies must operate with transparency, accountability, and strict adherence to constitutional standards. That means independent oversight, proper identification, strong anti-discrimination protections, and robust training in de-escalation and community-based policing. We can secure our borders while upholding civil liberties and human rights.With compassionate, forward-thinking leadership, we can build an immigration system that is fair, functional, and reflective of the inclusive ideals that define America.

As CEO of a behavioral health organization serving Medicaid populations in Phoenix and Tucson, Julie witnessed firsthand the challenges providers face, especially in the aftermath of the 2023 Medicaid fraud scandal that targeted Native Americans and exposed major oversight gaps. She is concerned that H.R.1 (“Big Beautiful Bill”) will further reduce access to care by tightening eligibility requirements and capping provider taxes, a move that could cut Arizona’s Medicaid funding by an estimated $600 million. To offset these losses, the state would need to reduce provider payments, limit eligibility, scale back services, or reallocate funds from other areas. Arizona’s overall well-being depends on protecting access to care for vulnerable populations and is committed to pursuing pragmatic, strategic solutions that strengthen oversight, reduce provider burden, and prevent fraud.

Joe was born and raised in Pittsburgh during the Great Depression with 14 siblings and very little money.&nbsp; In those days, a college education was a mathematical impossibility for a poor kid like Joe so his school put him on a secretarial track with very little math or science. After graduating, he couldn’t even get a job at the local steel mills so he enlisted in the Army. 4 years in a WWII POW labor camp later, Joe returned to the US with optimism but limited job prospects and that’s when he learned about the GI Bill, a federal program that helps veterans afford a college education. Joe jumped at this opportunity, enrolling at a local university where he blew away his professors and went on to attain a Masters degree in Physics and a fulfilling career at Los Alamos National Laboratory. Joe is Julie’s father and his experience has ingrained in her an understanding of how life-changing an education can be for a student, for a family, for a community. All Arizonans can agree that all of our students deserve access to a good education and it is our responsibility to deliver on that promise.&nbsp; Unfortunately, making our public education system better will be complicated and take time.&nbsp; We can’t boil the ocean. We need a pragmatic approach that shifts from demanding our schools do everything to demanding they do the most important things really well.&nbsp; It will take working with our school leaders to understand which changes have the best chance of moving the needle and then holding ourselves accountable to making traction on those goals.

As a lifelong believer in practical, data-driven solutions, I support a balanced approach to sustainability that protects our water, land, and air while supporting responsible economic growth.Water security must be our top priority. We need bipartisan, science-based water management policies that conserve the Colorado River, invest in groundwater protection, modernize infrastructure, and support local farmers, businesses, and cities in using water more efficiently.
